数字产业技术标准联盟价值共创过程研究:基于多案例分析 被引量:1

Research on Value Co-Creation Process of Digital Industry Technology Standard Alliance:Based on Multi-Case Analysis

摘要 数字经济时代,技术标准成为科技创新和国际竞争的制高点,技术标准联盟成为实施标准化战略,提高产业技术创新能力,推进中国式现代化的重要力量。基于多案例比较分析方法,选取浙江省集成电路、数字安防、网络通信三类数字产业技术标准联盟作为案例对象,探讨其价值共创过程机理,结果发现:龙头牵引型技术标准联盟呈现丰富资源和技术创新导向,通过重构式资源组合和集聚性合作互动,升级产业技术标准、重构联盟竞争优势;场景驱动型技术标准联盟呈现柔性资源和市场需求导向,通过拓展式资源组合和开放性合作互动,制定产业技术标准、强化联盟竞争优势;平台共建型技术标准联盟呈现交叉资源和生态赋能导向,通过跨界式资源组合和赋能性合作互动,引领产业技术标准、延伸联盟竞争优势。 Driven by the wave of digitization,technical standards have become the core of scientific and technological innovation and industrial competition.As an important organizational form to promote industrial collaboration and enhance the competitiveness of technical standards,technical standards alliance is of great significance to promote Chinese-style modernization.Based on the above background,three technical standard alliances in the fields of integrated circuits,digital security,and network communications in Zhejiang Province are selected as cases,and a multi-case comparative analysis method is applied to explore in depth the operation mechanism of technical standard alliances in the digital industry and their value co-creating process.Firstly,through literature review,the theoretical foundation and practical progress of technical standard alliance are systematically sorted out,and the theoretical framework of the study is clarified.Subsequently,combined with field research and in-depth interviews,the primary data of three cases were collected,and the data were ana-lyzed qualitatively in detail.It is found that the value co-creation process of technical standard alliances is significantly affected by their resource characteristics and strategic orientation,and can be categorized into three typical modes:leader-led,scenario-driven and platform co-construction.Among them,the leader-driven technical standards alliance relies on the resources and capabilities of industry-leading enterprises,and promotes the upgrading and innovation of technical standards by integrating upstream and downstream resources of the industrial chain;the scenario-driven technical standards alliance focuses on responding to the market changes quickly,and formulates market-oriented technical standards by flexi-bly allocating resources to meet the diversified market demands;and the platform co-construction technical standards alli-ance promotes the development of technical standards in different industries by constructing an open cooperation platform and facilitating the cooperation between different industries.The Platform Co-construction-type Technical Standards Alli-ance,on the other hand,promotes resource sharing and technology integration among different industries by constructing an open cooperation platform,and leads the development direction of technical standards.This study further analyzes the value co-creation mechanism of different types of technical standard alliances and its role in enhancing the competitiveness of technical standards.The results of the study show that effective value co-creation can not only enhance the technical innovation ability of technical standard alliances,but also strengthen their voice and influence in the international market.In addition,the study discusses the challenges and opportunities faced by technical standard alliances in the process of value co-creation,and puts forward corresponding strategies and suggestions.Finally,based on the results of the case study,the study proposes directions for future research,including in-depth research on dif-ferent types of technical standards alliances,the dynamic evolution of the value co-creation process,and how technical standards alliances can better adapt to the trend of digital transformation.At the same time,the study also makes recommen-dations for policymakers to promote the development of technical standards alliances and the improvement of industrial tech-nical standards.In addition,the study also has practical reference value for technology standard alliances to choose adaptive co-creation paths and improve competitive advantages.
