摘要
高水平的规划智库是一个地区软实力的重要体现和标志。文章梳理了新形势下规划智库发展脉络,分析了地方编研中心发展面临的问题,结合重庆市的实践,提出了当前规划智库建设与编研中心转型发展对策:一是在职能定位上突出编研中心的公共政策属性;二是着眼城市发展、城市运行和规划管理等重点领域,开展编制和研究;三是搭建协调平台,强化精细化管控,提升规划智库及时响应能力;四是优化组织架构,健全规划制度,提升规划智库支撑服务能力。
A high-level think tank is the symbol of regional soft power. The paper analyzes the development trend of new think tank and the development problems of planning research institute, puts forward some suggestion based on Chongqing practice: firstly, extrude the public policy property of planning research institute; secondly, research on the urban development, action, and planning management; thirdly, build the coordination platform, enhance the refine control, advance the responsiveness of think tank; at lastly, improve the organizational structure and planning system, promote the service ability of think tank.
