摘要
进入新时代,随着城市的转型发展和人们日益增长的对美好生活的需求,环境公共政策的重要性越来越凸显.城市规划作为城市建设和发展的蓝图,在引领城市绿色转型发展中具有非常重要的影响.但传统城市规划与环境规划“两张皮”的状况并不利于环境公共政策的发挥,亦不符合新时代城市绿色转型发展的要求.基于此,通过对城市规划中环境规划的再认识,参考近年来国际大城市的先进工作经验,并以上海新一轮城市总体规划的实践经验为例,探索城市规划中环境规划的转型路径.
In the new era,with the development of urban transformation and people’S increasing demand for a better life,the environmental public policy is becoming more and more important.Urban planning is the blueprint of urban construction and development.It has a big influence in leading the development of urban green transformation.However,the seperated situation in urban planning and environmental planning is not conducive to the development of environmental public policies,nor is it in line with the requirements of the green transformation and development of the city in the new era.Based on the recognition of the environmental planning in urban planning,this paper summarizes the advanced experience of international big cities in recent years,and then explores the transformation path of environmental planning by taking the practice experience of the new round of Shanghai master plan as an example.
