摘要
在家庭发展理论和家庭可持续生计理论基础上构建了家庭发展能力理论框架,为研究中国计划生育政策效应提供了一个新的视角。实证研究发现,计划生育政策的实施不仅有效地控制了中国人口增长的速度和规模,而且对中国居民的家庭发展能力也产生了重要影响,它限制了人们的生育选择权利、改变了不同家庭的禀赋构成和策略选择空间。在政策约束、市场主导和家庭资源整合三重力量交互作用下,中国家庭在自身的结构调整和策略重组中得以延续和发展。但是在当前稳定的低生育水平下,计划生育政策导致家庭自我调整能力下降,需要政府给予政策支持以帮助家庭更有效地整合社会资源。计划生育政策的调整可以将开放单独夫妇生育二孩作为过渡,逐渐向城乡二孩晚育政策平稳调整,以增强家庭发展的可持续性。
Based on the family development theory and sustainable livelihoods theory,this study constructs a family development capability theory to explain the mechanism and effect of the family planning policy in contemporary China. This article uses the province-level social economic data during 1991 to 2010 of China. Meanwhile,it establishes econometric model to testify on the factors which affect the family development capability in China. It's found from the empirical research that the implementation of Family planning policy did not only control the speed and scale of population growth but also affect the family development capability in china. By limiting people's right of reproductive choice,the implementation of Family planning policy changed the structure of endowment and strategic choice of different families. Due to the interplay of institutional constraints,market dominance and family resources integration,the Chinese families continued and developed in the course of their own structural adjustments and strat-egy reorganization. However,in the background of stable low fertility level,as the family planning policy led to the descending of families' self-adjustment ability,it's necessary for the government to give some policy support to help families to utilize social resources more effectively. In order to strengthen the sustainability of family development,China should adjust and relax the family planning policy gradually. This article's discovery has great significance for the family planning policy,and also plants the seed of a broad conception in the domain of family development.
