摘要
近年来,我国海上风电产业发展迅猛,已进入规模化发展阶段,处于高景气周期。但是海上风电建设条件复杂、受极端天气影响较大,导致海上风电建设过程中存在诸多的不确定性安全因素影响,本文通过对海上风电施工不确定性因素进行合理的预测和评估,结合海上风电建设全过程的复杂性、不可预见性等涉及安全施工的特点,构建漂浮式海上风电安全施工评价指标体系,采取AHP和熵权法确定指标权重,并在此基础上采用物元可拓分析模型进行评估。最后结合海南省某漂浮式海上风电工程施工实例,对漂浮式海上风电施工安全风险进行评估,以此论证模型可行性。
In recent years,China's offshore wind power industry has developed rapidly and entered a stage of large-scale development,in a high prosperity cycle.However,the construction conditions of offshore wind power are complex and greatly affected by extreme weather,resulting in many uncertain safety factors in the process of offshore wind power construction.This article constructs a floating offshore wind power safety construction evaluation index system by reasonably predicting and evaluating the uncertain factors of offshore wind power construction,combined with the complexity and unpredictability of the entire process of offshore wind power construction involving safety construction.AHP and entropy weight method are adopted to determine the weights of the indicators,and on this basis,a matter element extension analysis model is used for evaluation.Finally,based on a construction example of a floating offshore wind power project in Hainan Province,the safety risks of floating offshore wind power construction are evaluated to demonstrate the feasibility of the model.
