摘要
党的十八大以来,党中央、国务院高度重视青少年身心健康和全面发展。相关部门陆续制定实施了一系列青少年心理健康教育相关的政策文件,全社会对青少年心理健康教育的重视程度不断提高、青少年心理健康教育的内容要求不断丰富、相关保障措施不断完善。2024年全国两会上,青少年心理健康教育问题备受关注,相关提案和议案强调应从系统性、针对性、连续性、现实性、服务性和实效性六个方面继续提升青少年心理健康教育工作;提案和议案所涉及的青少年心理健康教育对策的类型则主要包括系统完善型、学校主导型、社会主导型等,所提出对策呈现更关注家-校-社协同联动、充分发挥数字技术对心理健康教育工作的促进作用等特点和趋势。未来,青少年心理健康教育政策的制定应充分考虑时空背景,强化系统性的顶层设计,并设计与时俱进的心理健康教育内容,此外,还需进一步做好监督和管理工作。
Since the 18th National Congress of the Communist Party of China,the CPC Central Committee and the State Council have attached great importance to the physical and mental health and all-round development of adolescents.Relevant departments have successively formulated and implemented a series of policy documents related to adolescent mental health education,the whole society has continuously emphasized the importance of adolescent mental health education,the required contents of adolescent mental health education have been continuously enriched,and the relevant safeguard measures have been continuously improved.At the national two sessions in 2024,the issue of adolescent mental health education had become a focus of attention,and relevant proposals and motions emphasize that the work of adolescent mental health education should continue to be improved from the following six aspects:systematism,pertinence,continuity,reality,service and effectiveness;adolescent mental health education measures involved in the proposals and motions mainly include system perfection type,school-oriented type,and society-oriented type,etc.The proposed measures show the characteristics and trends of paying more attention to the home-school-community coordination mechanism and giving full play to the promoting role of digital technology in mental health education.In the future,the formulation of adolescent mental health education policies should fully consider the time and space background,strengthen the systematic top-level design,and design the content of mental health education with the requirements of the times.In addition,more efforts should be made in supervision and management.
