New Quality Productive Forces Promote Common Prosperity:Milestones,Dilemmas and Paths of Development

摘要新质生产力是以科技创新为核心的先进生产力,其目标指向与扎实推进共同富裕具有天然的契合性。评价和测算共同富裕的实现程度,必须坚持“共同”和“富裕”的辩证统一,当前阶段要从经济发展状况、人民教育水平、人民健康状况、生活环境质量、精神文明共享程度等方面进行考量。但现阶段以新质生产力助力共同富裕仍然存在着收入分配差距较大、区域发展差异有待弥合、精神文明建设与共享程度有待提升、关键核心技术尚待增强、新质人才培育和储备不足等现实困境。因此,在进一步全面深化改革、推进中国式现代化的进程中,需要增强新质要素投入,深入推进区域协调发展战略;因地制宜推进乡村振兴战略,有力有效促进城乡融合;加强数字技术多场景运用,厚植精神文明富裕程度;健全科技创新机制,落实科技成果转化;完善人才培养与引进机制,打造高素质科技人才队伍。 New quality productive forces are advanced productive forces with scientific and technological innovation as the core,and their goal orientation is naturally compatible with the solid promotion of common prosperity.To evaluate and measure the realization of common prosperity,we must adhere to the dialectical unity of“common”and“rich”,and consider the economic development status,the education level of the people,the health status of the people,the quality of the living environment,and the degree of sharing of spiritual civilization.However,at the present stage,there are still practical difficulties in promoting common prosperity with new quality productive forces,such as a large income distribution gap,regional development differences to be bridged,spiritual civilization and sharing degree to be improved,key core technologies to be enhanced,and new quality personnel training and reserve to be reinforced.Therefore,in the process of further comprehensively deepening reform and promoting Chinese-style modernization,it is also necessary to increase investment in new quality factors and further develop the strategy of coordinated regional development;to promote the rural revitalization strategy according to local conditions and effectively promote urban-rural integration;to strengthen the use of digital technology in multiple scenarios and enrich the level of spiritual civilization;to improve the mechanism for scientific and technological innovation,and implement the transformation of scientific and technological achievements;to improve the personnel training and introduction mechanism,and build a high-quality scientific and technological personnel team.
