摘要
发展全过程人民民主是蕴含丰富系统观念智慧的系统性工程和结构性体系。系统观念则是在承认事物普遍联系的基础上,遵循整体性、协同性、层次性、动态性和开放性等思维原则,具体把握事物的系统规律、系统联系与系统存在,从而实现事物本身结构与功能的调整与优化的一种思维方式,能够为发展全过程人民民主赋予整体推进和统筹全局的哲学意指和方法论主线。以系统观念发展全过程人民民主有着深刻的出场逻辑,它是马克思主义系统观的内在要求、中华优秀传统文化的系统观念蕴含、中国共产党民主系统观念实践的经验总结等综合作用而形成的必然结果。同时,全过程人民民主有着深刻的系统观念呈现,蕴含坚持五大民主实践环节的有机串联的整体性特征、坚持多元民主发展主体的系统共进的协同性特征、坚持人民当家作主的制度体系保障的层次性特征、守正与创新相统合的与时俱进的动态性特征。以系统观念发展全过程人民民主,要以系统观念进行应然与实然相统合的整体性把握,着力促进全过程人民民主实践的系统化完善,在各层次、各环节、各领域、各方面进行整体性规划,以及在优化民主与民生事业、国家治理与现代化协同发展向度方面实现协调互动和统筹兼顾,从而优化全过程人民民主的内部结构,促进民主效能提升。
Developing whole-process people’s democracy is a systematic engineering and structural system that contains rich systematic concepts and wisdom.The system concept is a way of thinking that recognizes the universal connections between things,follows the principles of holistic,collaborative,hierarchical,dynamic,and open thinking,and specifically grasps the systematic laws,connections,and existence of things,in order to achieve the adjustment and optimization of the structure and function of things themselves.It can provide a philosophical meaning and methodological mainline for the overall promotion and coordination of the whole process of people’s democracy development.There is a profound logic for the emergence of people’s democracy in the whole process of developing people’s democracy with a system concept,which is the inevitable result of the comprehensive effect of the profound theoretical basis,cultural genes and historical accumulation of adhering to the internal requirements of the Marxist system concept,the system concept implication of the excellent traditional Chinese culture,and the experience summary of the CPC’s democratic system concept practice.At the same time,whole-process of people’s democracy has a profound systemic concept,which embodies the holistic characteristics of adhering to the organic connection of the five major democratic practice links,the collaborative characteristics of adhering to the systematic progress of diverse democratic development subjects,the hierarchical characteristics of adhering to the institutional system guarantee of the people being the masters of the country,and the dynamic characteristics of advancing with the times by integrating integrity and innovation.To develop the whole process of people’s democracy with a systemic concept,we need to grasp the integration of what should be and what is,focus on promoting the systematic improvement of the whole process of people’s democracy practice,and carry out overall planning at all levels,links,fields,and aspects,as well as optimize the coordination,interaction,and overall consideration of democracy and people’s livelihood undertakings,national governance,and modernization coordinated development direction,in order to optimize its internal structure and promote the improvement of democratic efficiency.
