摘要金砖扩员是国际环境变化下金砖合作机制供给侧与需求侧之间实现对接的结果。需求侧,金砖合作机制能为“全球南方”国家追求符合自身实际的现代化道路提供新的国际合法性,为塑造新型国际秩序和加快改革全球治理体系提供新的国际制度平台和能力路径。供给侧,金砖合作机制扩员得益于恰当的制度设计与高国际认同度的规范建设。金砖扩员为“全球南方”在不同文明交流互鉴中共同走向现代化开辟更大空间,为推动普惠包容的经济全球化提供更强动力,为促进世界多极化进程平等有序发展奠定更坚实基础,提升了“全球南方”在推动全球治理改革进程中的集体行动力。未来金砖合作机制需要克服一系列内外挑战,实现“扩员与深化”间平衡,提升金砖合作机制的制度潜力。 The expansion of BRICS is the result of the connection between the supply side and the demand side of the BRICS cooperation mechanism under the changes in the international environment.On the demand side,the BRICS cooperation mechanism can provide new international legitimacy for the countries of the“Global South”to pursue a path of modernization that suits their own realities,and provide a new international institutional platform and capacity path for shaping a new international order and accelerating the reform of the global governance system.On the supply side,the expansion of the BRICS cooperation mechanism has benefited from appropriate institutional design and the construction of norms with high international recognition.The expansion of BRICS will open up more space for the“Global South”to jointly move towards modernization through exchanges and mutual learning among civilizations,provide stronger impetus for promoting a universally beneficial and inclusive economic globalization,lay a more solid foundation for promoting the equal and orderly multipolar world,and enhance the collective action power of the“Global South”in promoting the reform of global governance.In the long run,the BRICS cooperation mechanism needs to overcome a series of internal and external challenges,achieve a balance between“widening and deepening”,and enhance the institutional potential of the BRICS cooperation mechanism.
