摘要
在健康中国战略下,建设社区医养结合养老服务体系是破解深度老龄化的重要抓手。作为发达国家,英、日两国在整合化照护实践方面进行了积极探索,其经验能为我国推进在社区医养结合服务体系建设提供有益的借鉴。在对英、日两国社区医养结合养老服务实践的演进脉络进行梳理的前提下,通过对英日两国社区医养结合治理情况进行深度剖析发现,其共性特征体现在从法律制度、组织机制、服务内容、专业团队、筹资渠道等多方面实现了整合。在此基础之上,本研究从多维度、多角度提出其对我国社区医养结合养老服务整合化的启示对策,包括树立社区医养结合整合照料观念、强化社区医养结合发展制度支撑、利用信息技术为社区医养结合赋能、整合社区医养结合组织机构职能和配备专业化医养结合整合照料服务团队等策略。
Under the Healthy China strategy,building a community-based medical and elderly care service system is an important way to solve the problem of deep aging.As developed countries,the United Kingdom and Japan have actively explored integrated care practices,and their experiences can provide useful reference to promote the construction of a community-based integrated medical and nursing care service system for China.On the premise of sorting out the evolution of the practice of integrat-ed community medical and elderly care services in the UK and Japan,an in-depth analysis of the governance of integrated com-munity medical and nursing care in the UK and Japan was implemented,from which it can be found that their common features re-flected in the legal system,organization mechanism,service content,professional team,financing channels and other aspects have been integrated.Based on which,the countermeasures for the integration of community medical and elderly care services in China were put forward from multiple dimensions and angles,including establishing the concept of community integrated medical and eld-erly care,strengthening the institutional support for the development of integrated community medical and elderly care,utilizing information technology empowering community medical and nursing care,integrating the functions of community medical and nurs-ing care organizations,and equipping professional medical and nursing care integrated care service teams.
