摘要
无障碍环境建设是中国式现代化进程的重要篇章。在信息化与老龄化的时代交错下,重点发力无障碍设施建设、融合促进无障碍公共服务、协同开发无障碍信息交流是着眼于社会全体成员生存需求的必要之举,体现出无障碍环境建设以人民为中心、以时代诉求为主线的发展线索。我国在追求人的高质量发展过程中,坚持以马克思主义理论为指导建设无障碍环境,以实现人的本质为目标助力完善新型生产关系。同时,《无障碍环境建设法》作为社会民生领域的重要立法,既标志着中国特色社会主义法治体系的进一步完善,又开辟了社会主义文明的新途径。因此,无障碍环境建设是面对社会人口结构新变化、人民群众对美好生活与宜居环境高质量追求的必要之举,是时代之需、治国之要、民生之愿。
The construction of an accessible environment represents a significant aspect of China's modernization process.In light of the convergence of informationization and population ageing,it is imperative to prioritize the construction of barrier-free facilities,the integration and promotion of barrier-free public services,and the collaborative development of barrier-free information and communication.These actions are crucial for ensuring the survival needs of all members of society to be met,reflecting a people-centered,era-specific approach to developing an accessible environment.In pursuing high-quality human development,China adheres to Marxist theory as a guiding principle for the construction of an accessible environment.This is with a view to improving the new type of production relations,thereby realizing the essence of human beings.Concurrently,the Law on the Construction of an Accessible Environment represents a significant advancement in the field of social and livelihood affairs,signifying not only the continued enhancement of the socialist rule of law system with Chinese characteristics but also the advent of a novel approach to socialist civilization.In light of the evolving social and demographic landscape,coupled with the people's aspiration for a superior quality of life and an environmentally sustainable setting,the construction of an accessible environment has become a pivotal undertaking.It is a necessity of the present era,a crucial aspect of national governance,and a fundamental aspiration for the well-being of the people.
