摘要
基于我国2011-2022年30个省份的面板数据,以劳动者、劳动资料、劳动对象3个维度为基础,构建新质生产力水平评价指标体系,实证分析营商环境对新质生产力的影响及其作用机制。结果表明:优化营商环境有利于促进新质生产力的发展;同时这种影响表现出较强的空间异质性,即营商环境对东部地区新质生产力的促进作用最强,其次是西部地区和中部地区;此外,通过促进企业数字化转型和发展数字经济能够有效改善营商环境,有助于进一步推动新质生产力的发展;最后,产业结构和经济发展水平在营商环境与新质生产力的关系中具有正向调节作用。
Based on the panel data of 30 provinces in China from 2011 to 2022,based on the three dimensions of laborers,labor materials and labor objects,the evaluation index system of new quality productivity level is constructed,and the impact of business environment on new quality productivity and its mechanism are studied and empirically analyzed.The results show that optimizing the business environment is conducive to promoting the development of new quality productivity.At the same time,there is regional heterogeneity in this influence,and the business environment has the strongest effect on the promotion of new quality productivity in the eastern region,followed by the western region and the central region.In addition,the improvement of the business environment can promote the development of new quality productivity by promoting the digital transformation of enterprises and the digital economy.Moreover,the industrial structure and the level of economic development have a positive moderating effect on the impact of the business environment and new quality productivity.
