摘要
面对当今世界百年未有之大变局的加速演进,新一轮科技革命和产业变革前沿领域竞争加剧,要实现中国式现代化和高质量发展目标,在日趋激烈的国际竞争中赢得主动,就必须加快发展新质生产力。在生产力演化实现从“旧质”到“新质”的能级跃迁过程中展现出的“以质促新”的核心要义,意味着创新驱动是新质生产力“新”的关键,高质量发展是新质生产力“质”的锚点。创新驱动发展成效的日益彰显、社会主义制度的显著优越性、超大规模市场优势以及相对完备的产业体系是新质生产力赋能高质量发展的潜能优势。以深化改革建立与新质生产力发展相适配的新型生产关系,以坚持践行绿色发展为发展新质生产力持续注入绿色新动力,以完善人才制度体系建设为发展新质生产力积蓄最活跃因素,是新质生产力赋能高质量发展的主要实践路径。
Facing the accelerating evolution of the great changes unseen in a century in the world today and the intensified competition in the frontier fields of the new round of scientific and technological revolution and industrial transformation,in order to achieve the goals of Chinese path to modernization and high-quality development and gain the initiative in the increasingly fierce international competition,it is necessary to accelerate the development of new quality productive forces.The core essence of“promoting newness through quality”shown in the process of the evolution of productive forces from“old quality”to“new quality”means that innovation-driven is the key to the“newness”of new quality productive forces,and high-quality development is the anchor point of the“quality”of new quality productive forces.The increasingly prominent achievements of innovation-driven development,the remarkable superiority of the socialist system,the super-large-scale market advantage and the relatively complete industrial system are the potential advantages of new quality productive forces to empower high-quality development.Establishing a new type of production relations that are compatible with the development of new quality productive forces through deepening reform,continuously injecting new green impetus into the development of new quality productive forces by adhering to the practice of green development,and accumulating the most active factors for the development of new quality productive forces through improving the talent system construction are the main practical paths for new quality productive forces to empower high-quality development.
