摘要
在全球政治经济形势动荡的背景下,东盟七国参与IPEF的动因在于通过加入IPEF增进东盟-美国全面战略伙伴关系。IPEF四大支柱迎合了东盟七国经济发展和产业转型的需求,IPEF其他成员国在东盟对外经济关系中具有举足轻重的地位。随着IPEF四大支柱实施方案的相继出台,东盟七国立足《东盟印太展望》,调整其发展战略和产业政策,以应对加入“印太经济框架”所面临的机遇与挑战。东盟七国参与IPEF对中国与东盟经济关系的影响主要表现在:区域价值链重构将削弱中间产品贸易的基础,加剧清洁能源的区域竞争,阻碍中资企业对美的“迂回出口”,提高中资企业大型投资的税负成本等。
Under the background of global political and economic turmoil,the motivation for seven ASEAN members to participate in the"Indo-Pacific Economic Framework"lies in enhancing the comprehensive strategic partnership between ASEAN and the United States by joining IPEF.The four pillars of IPEF cater to the needs of seven ASEAN members'economic development and industrial transformation,and other members of IPEF play an important role in ASEAN's external economic relations.With the implementation of the four pillars of IPEF,ASEAN members have adjusted their development strategies and industrial policies based on the"Indo-Pacific Outlook of ASEAN"(AOIP)to meet the opportunities and challenges faced by their joining the"Indo-Pacific Economic Framework".The influence of the participation of seven ASEAN countries in IPEF on the economic relationship between China and ASEAN is mainly manifested as follows:the reconstruction of regional value chain will weaken the foundation of intermediate product trade,intensify the regional competition of clean energy,hinder the"circuitous export"of Chinese-funded enterprises to the United States and increase the tax burden cost of large-scale investment by Chinese enterprises.
