摘要
高校是高等教育系统的基本单位,高校评价体系的建构对高等教育高质量发展具有基础性作用。当前我国高校评价存在内涵不清楚、特色不明显、价值导向不明确、分类不尽合理等问题。要解决“五唯”的顽瘴痼疾,建立中国特色高校评价体系是应然的选择。中国特色高校评价体系的建构应以中国特色高校分类评价驱动中国高校的分类发展为目标,以整体设计和关系性思维为指引;以中国式府学关系为基础,以政府评价为主导,以高校内部评价为主体,以社会评价为重要参考,政府评价、高校内部评价与社会评价协同共进;以分类评价、综合评价和增值评价为具体方法,基于赋权型评价、欣赏型评价和包容型评价等基本方略,在各级各类高校中实现结果评价的改进、过程评价的强化,最终基于中国特色高校评价体系以高质量的高校评价加快推进高等教育高质量发展。
Universities are the basic units of the higher education system,and the construction of the university evaluation system plays a fundamental role in the high-quality development of higher education.At present,there are problems in the evaluation of universities in China,such as unclear connotations,unclear characteristics,unclear value orientation,and unreasonable classification.To solve the stubborn problem of the"Five Only",it is necessary to establish a Chinese characteristic university evaluation system.The construction of the evaluation system for Chinese characteristic universities should be guided by holistic design and relational thinking;Based on the Chinese style"relationship between government and academia",led by government evaluation,with internal evaluation of universities as the main body,social evaluation as an important reference,synergy between government evaluation,internal evaluation of universities and social evaluation;Based on basic strategies such as empowerment evaluation,appreciation evaluation,and inclusive evaluation,improving outcome evaluation and strengthening process evaluation in various levels and types of universities,ultimately accelerating the high-quality development of higher education based on the evaluation system of Chinese characteristic universities with high-quality university evaluation.
