摘要
全面推进中华民族伟大复兴的战略方针对我国基层官员干部队伍建设提出了更高的要求。然而,基层官员避责行为仍屡见不鲜,为我国基层治理工作带来严峻挑战。借助压力模型可以发现,基层官员避责行为的生成原因包括个人政治晋升形成内部压力,以及组织内部的权责失衡、府际避责催生责任压力、“乌卡时代”的风险加码和公众舆论的收紧触发外部压力,通过官员“理性经济人”的价值选择最终引发避责行为。为了防止基层官员避责行为引发更大的社会问题,需要优化组织权责结构、完善内部评价体系、建立基层官员的压力疏导与缓解机制,以减少基层官员避责行为的发生。
The strategy of comprehensively promoting the great rejuvenation of the Chinese nation has put forward higher requirements for the grassroots officials in China.However,it is still common for grassroots officials to avoid responsibilities,which brings serious challenges to China's grassroots governance.Using the pressure model,this paper finds that the reasons for grassroots officials'blame avoidance behaviors is divided into three aspects:internal pressures due to personal political promotion,the responsibility pressuree due to imbalance of power and responsibilityy within an organization and the intergovernmental blame avoidance,and the external pressure due to an era of VUCA and the tightening of public opinion,which trigger grassroots officials'blame avoidance behaviors by the value choice of“rational economic man”of officials.In order to prevent the blame avoidance behavior of grassroots officials from causing more social problems,it is necessary to optimize the organizational power and responsibility structure,improve the internal evaluation system,and establish pressure relief and mitigation measures for grassroots officials to prevent the occurrence of blame avoidance behavior of grassroots officials.
