摘要
接纳伊朗为成员国,是上海合作组织第二轮扩员取得的最新成果。整体来看,伊朗加入上合组织的动机是一贯的,主要有抵御美国霸权行径、减轻美欧经济制裁压力和推进“向东看政策”三方面诉求。接纳伊朗为成员国,将进一步提升上合组织促进地区和平与发展的潜力,但也将加速该组织内部合作格局变迁,促使美西方加大污名化该组织的力度。为充分把握扩员带来的机遇、有效减轻扩员招致的干扰,上合组织成员国正遵循三种路径进行调适:多领域深化与伊朗的务实合作;推动组织内部合作格局朝“中俄引领下的多中心”方向转型;在组织内部明确并强化以中亚为核心区、周边为重要延伸的地区定位,以政治合作为方向舵、安全合作为引擎、经济与人文合作为两翼的功能定位。目前,上合组织发展已进入到关键阶段,成员国正着力深化和拓展组织框架内协作,充分“消化”和“吸收”两次扩员的影响,继续秉持开放、审慎等原则对待后续发展。
The admission of Iran as a member state is the latest achievement of the second round of SCO membership expansion.On the whole,Iran’s motives for joining the SCO are consistent,including such demands as resisting the hegemonic actions of the United States,alleviating the pressure of economic sanctions by the US and Europe,and promoting its“Look East”policy.The admission of Iran as a member will further enhance the SCO’s potential to promote regional peace and development,and accelerate the transformation of cooperation patterns within the Organization,while it may also solidify the stigmatized perception of the Organization in the United States and the West.In order to fully grasp the opportunities brought about by the membership expansion and effectively reduce the interference caused by such expansion,the SCO member states can follow three adaptation paths:first,deepen practical cooperation with Iran in various fields;second,promote the transformation of the cooperation pattern within the Organization towards one featuring“multiple centers led by China and Russia”;and third,within the Organization,member states should clarify and strengthen the regional positioning with Central Asia as the core and the surrounding area as the important extension,as well as the functional positioning with political cooperation as the rudder,security cooperation as the engine,and economic cooperation and people-to-people exchanges as the two wings.At present,the development of the SCO has entered a critical stage,and the member states need to deepen and expand coordination within the framework of the Organization,fully absorb the impact of two rounds of membership expansion,and continue to adhere to the principles of openness,prudence among others in dealing with subsequent membership expansions.
