摘要
当前,大连市基本养老服务体系建设面临养老基础不够牢固、社会化养老压力增加、养老供需不匹配、老人“污名化”、社会养老氛围不友好等诸多问题与挑战。针对以上问题,应以市场为引领完善多层次社会化养老服务格局,以需求为导向推动社会养老服务高质量发展,以发展为目标培育社会养老事业新共识,加快建成覆盖全体老年人、权责清晰、保障适度、可持续的基本养老服务体系。
At present,the building of basic elderly care system in Dalian faces many problems and challenges,such as the shaky foun-dation of elderly care,the increasing pressure of socialized elderly care,the mismatch between supply and demand of elderly care,the stig-matization of the elderly,and the unfriendly atmosphere of social elderly care.In view of the above problems,we should take the market as the guide to perfect the multi-level pattern of social endowment service,promote the high-quality development of social endowment service with the demand as the guide,and cultivate a new consensus of social endowment service with the goal of development,we will facilitate the building of a basic elderly care system that covers all the elderly and ensures appropriate and sustainable rights and responsibilities.
