摘要
本文通过构建空间杜宾模型考察我国高等教育规模与产业结构升级的关系,并进一步探讨劳动力质量的调节作用。研究结果显示:第一,高等教育规模的扩张能够显著促进当地产业结构升级,劳动力质量能够强化高等教育规模对产业结构升级的直接效应;第二,高等教育规模会抑制相邻地区产业结构升级,劳动力质量能够强化高等教育规模对相邻地区产业结构升级的负向空间溢出效应;第三,分区域来看,东部地区高等教育规模对产业结构升级存在正向的直接效应和负向的空间溢出效应,中部地区高等教育规模对产业结构升级存在负向的直接效应和正向的空间溢出效应,西部地区高等教育规模对产业结构升级存在负向的直接效应,无显著的空间溢出效应;第四,不同地区劳动力质量的调节效应存在显著的异质性。基于此,本文提出从教育角度要稳步扩大高等教育规模与提升教育质量并行;从地区发展角度中西部地区要增强就学地粘滞作用,提高就业吸引力;从国家政策角度要构建区域协调发展机制,强化政策引领作用。
This paper examines the relationship between the scale of higher education and the upgrading of industrial structure in China by constructing a spatial Durbin model,and further explores the moderating effect of labor quality.The results show that:first,the expansion of higher education scale can significantly promote the upgrading of local industrial structure,and the quality of labor force can strengthen the direct effect of higher education scale on the upgrading of industrial structure.Second,the scale of higher education will inhibit the upgrading of industrial structure in adjacent areas,and the quality of labor force can strengthen the negative spatial spillover effect of the scale of higher education on the upgrading of industrial structure in adjacent areas.Thirdly,from the sub-regional perspective,the scale of higher education in the eastern region has a positive direct effect and a negative spatial spillover effect on the upgrading of industrial structure,while the scale of higher education in the central region has a negative direct effect and a positive spatial spillover effect on the upgrading of industrial structure,and the scale of higher education in the western region has a negative direct effect and no significant spatial spillover effect on the upgrading of industrial structure.Fourth,there is significant heterogeneity in the moderating effect of labor quality in different regions.Based on this,it is further proposed to steadily expand the scale of higher education and improve the quality of education from the perspective of education;from the perspective of regional development,the central and western regions should enhance the stickiness of college-located places and improve the attractiveness for employment;from the perspective of national policy,we should build a regional coordinated development mechanism and strengthen the leading role of policies.
