摘要
数字健康是数字社会高质量发展的战略方向,欧洲在数字健康方面具有丰富的经验,研究其数字健康发展政策内容及特点对中国相关政策的制定具有很好的借鉴意义。以欧洲数字健康政策为研究对象,对欧盟、法国、英国、瑞士和丹麦制定的数字健康政策内容进行研究,其政策特点主要体现在数据建设、技术应用、基础设施、数字素养和组织保障5个方面。具体表现为:重视建立健康数据空间及共享模式,推进健康数据共享和利用,促进数字技术应用,创新医疗解决方案,建设数字健康基础设施,支持数据利用,加强健康和数字素养,提高数字化适应能力,设立数字健康相关机构及委员会,为数字健康发展创造条件。欧洲经验为中国数字健康在新阶段的发展提供如下启示:加强数字健康的数据要素建设,加快数字健康的成熟技术应用,加强数字健康的基础设施支撑,提高全民数字健康素养,强化组织管理和引导,从而推动数字健康创新发展。
Digital health is a strategic direction for the high-quality development of the digital society.Europe has rich experience in digital health,and studying the content and characteristics of its digital health development policies provides good reference significance for the development of relevant policies in China.Taking the European digital health policies as the research object,this paper focuses on the content of digital health policies formulated by the European Union,France,the United Kingdom,Switzerland,and Denmark.The characteristics are mainly reflected in five aspects,including data construction,technological application,infrastructure,digital literacy,and organizational security.Specifically,Europe attaches great importance to establishing a health data space and sharing model,promoting the sharing and utilization of health data,promoting the application of digital technology,innovating medical solutions,building digital health infrastructure,supporting data utilization,strengthening health and digital literacy,improving digital adaptability,establishing digital health-related institutions and committees,so as to create conditions for the development of digital health.The European experience provides the following insights for the new stage of digital health development in China,including strengthening the construction of data elements in digital health,accelerating the mature technology application of digital health,strengthening the infrastructure support of digital health,improving the digital health literacy of the public,strengthening organizational management and guidance,to promote innovative development of digital health.
