摘要
在新一轮科技革命和产业变革的浪潮中,新质生产力作为推动高质量发展的核心动力,正在深刻重塑健康产业的发展范式。本研究以“健康四川”建设为切入点,聚焦新质生产力在全民健康产业高质量发展中的理论逻辑与实现路径,旨在揭示数字智慧技术对健康事业转型升级的驱动机制和创新价值。研究基于TOE的理论框架,结合全民健康产业高质量发展的特点,从技术、组织、环境三个维度系统阐述新质生产力推进全民健康产业高质量发展的逻辑机理;通过梳理“健康四川”建设的实践经验,揭示了数字化转型中的关键问题,包括技术应用与整合、制度创新与政策协同、人才培养与技能提升、数据治理与伦理困境等。基于上述分析,本文提出推进全民健康产业高质量发展的四维实现路径:构建多模态健康数据库与评价系统、打造数字化健康生态系统、制定全方位公共卫生风险应对机制、构筑全民参与的数字化健康文化生态。
Amidst the waves of the new technological revolution and industrial transformation,new quality productive forces,as the core driver of high-quality development,are profoundly reshaping the developmental paradigms of the health industry.This study takes the“Healthy Sichuan”initiative as its entry point,focusing on the theoretical logic and practical pathways through which new quality productive forces advance high-quality development in population health industry.It aims to reveal the driving mechanisms and innovative value of digital intelligent technologies in the transformation and upgrading of healthcare systems.Based on the Technology-Organization-Environment(TOE)theoretical framework and aligned with the characteristics of population health industry development,the research systematically elucidates the logical mechanisms by which new quality productive forces propel high-quality health industry development across three dimensions:At the technological level,digital technologies empower healthcare innovation,infusing“new vitality”into health services;organizationally,digital transformation restructures health service frameworks,endowing China's healthcare delivery with“qualitative”technological depth;environmentally,new productive forces are reshaping the entire health industry ecosystem,injecting sustained“momentum”for industrial growth.Through analyzing the practical experiences of“Healthy Sichuan”,this study identifies critical challenges in digital transformation,including technological integration,institutional innovation and policy coordination,talent cultivation,and data governance with ethical dilemmas.Building on this analysis,the paper proposes a four-dimensional practical pathway to advance population health industry development:establishing multimodal health databases and evaluation systems,creating digital health ecosystems,formulating comprehensive public health risk response mechanisms,and constructing a digitally inclusive health culture.This framework seeks to provide theoretical guidance for the“Healthy Sichuan”initiative while offering replicable models for implementing the national“Healthy China”strategy at regional levels.
