摘要
黄河治理是一项复杂系统工程,深刻认识黄河流域的本质属性与形态特征,并依据其提出治理原则对于破解当前黄河治理新阶段治理目标与路径,实现黄河流域高水平治理与社会经济高质量发展具有重要意义.基于黄河生命性所引发的黄河治理的复杂性认知,本文对有生命的黄河与受伤的黄河等黄河流域现象实体本质属性与形态特征进行了剖析,从有生命的黄河自然环境、有生命的黄河人类社会、有生命的黄河流域三方面阐述了黄河治理的生命性内涵,并进一步提出了黄河治理的尊重生命和平衡稳定思维原则以及共生治理实践原则.在所提原则的指导下,提出当前黄河治理的行动要点,主要包括三方面:遵循黄河生命性内在规律办事,重点发挥黄河自然恢复力,科学发掘黄河生命自然价值.本文强调黄河治理需尊重黄河生命性,提升黄河生命力的重要性,为黄河复杂系统治理提供决策参考.
The Yellow River governance is a complex system project.It is of great significance to deeply understand the essential attributes and morphological characteristics of the Yellow River Basin,to put forward the governance principles based on them to achieve the objectives and paths of the new stage of the Yellow River governance,and to realize the high level of governance of the Yellow River basin and the high quality of socio-economic development.Based on the complexity cognition of governance triggered by the living nature of the Yellow River,this paper analyses the essential attributes of the Yellow River basin phenomena such as the living Yellow River and the injured Yellow River,elaborates the connotation of the living nature of Yellow River governance from three aspects of the living natural environment of the Yellow River,the living human society,and the living Yellow River basin.Furthermore,the thinking principles of the living nature of Yellow River governance,including respect life and balance&stabilize,and the principle of the practice of symbiotic governance are introduced.Under the guidance of the proposed principles,the action points of the current Yellow River governance are proposed,which mainly include three aspects:following the inner law of the living nature of the Yellow River,focusing on the natural resilience of the Yellow River,and scientifically exploring the natural value of the Yellow River.This paper emphasizes that Yellow River governance needs to respect the living nature of the Yellow River and enhance its importance,so as to provide decisionmaking references for the complex system of Yellow River governance.
