摘要
在“一带一路”倡议推动下,我国重大项目进入全球性时代,面临更大的复杂性挑战。首先,基于复杂系统思维,分析我国国际重大项目的系统复杂性特征;其次,对新中国成立以来我国主导的国际重大项目实践进行全景梳理和复杂性情境演变分析;再次,讨论基于复杂系统管理的国际重大项目治理理论构建与发展的基本路径;最后,提出“一带一路”视域下国际重大项目治理需要关注的5个核心议题。研究结果丰富了复杂系统管理的理论场景应用,拓展了我国重大项目管理的理论体系,为“一带一路”实践提供了参考。
Driven by the"Belt and Road"initiative,megaprojects of China have entered a global era and faces greater complexity challenges.Based on complex system management perspective,firstly,the management characteristics,sources of complexity and complexity characteristics of global megaprojects are analyzed;Secondly,the global megaproject development led by China since the founding of China is comprehensively sorted out and the complex situation evolution analysis is carried out;on this basis,the theoretical,practical and dual-cycle development path of the global megaproject management theory based on complex system management are discussed;finally,it is proposed five core issues that need to be studied in the governance of global megaprojects from the perspective of the"Belt and Road".This will help enrich the application of theoretical scenarios of complex system management,expand the theoretical system of Chinese megaproject management,and provides a reference for the practice of"Belt and Road".
