摘要
首先,分析土地储备的基本内涵、运作模式和空间效应,总结“基于指标找空间”的储备模式导致的空间失衡“4个单一”现象,揭示土地储备空间失衡的外在行政原因和内在趋利原因;其次,围绕空间目标、空间规模、空间布局、空间要素和空间政策,在分析国土空间规划时代土地储备空间逻辑转变的基础上,构建以资源评估为支撑,以空间储备为重点,以有序供应为目标,以政策创新为保障的国土空间规划引领土地储备路径框架;最后,以北京城市副中心为例,深入讨论规划引领土地储备的工作实践,以期为土地储备与国土空间规划的互动关系研究提供实证参考。
Firstly,the basic connotation,operation mode and spatial effect of land reservation are analyzed in this paper.The"four single"characteristics of spatial imbalance caused by"index-based spatial reserve mode",and the external administrative reasons and internal profit reasons of land reserve spatial imbalance are concluded.Secondly,with an analysis of the transformation of spatial logic of land reservation in the era of territorial space planning,focusing on spatial objective,scale,layout,element and policy,the path framework of land reservation guided by territorial spatial planning is constructed with"resource evaluation as the support,spatial reserve as the focus,orderly supply as the goal,and policy innovation as the guarantee".Finally,taking Beijing's sub-center as an example,the planning-led land reservation is discussed to provide empirical reference for the study of the interactive relationship between land reservation and territorial space planning.
