摘要
在分析城市土地储备制度产生背景的基础上，总结了实践中储备制度的管理体制和运 作模式，并分析其功能和效果。针对在运行过程中所出现的各种问题，提出了发展和完善城 市土地储备制度的相应对策。
In the context of the background of Urban Land Reserve System (ULRS), this paper arrives at some conclusions on its administrative system and operati on model in practice. Next it highlights its function and effect along with its various problems. To the end it puts forward the countermeasures for its develop ment and perfection.
