摘要
党的十八大以来,以习近平同志为核心的党中央承继了往届中央领导集体关于重要战略机遇期的科学判断,从立足“两个大局”、心怀“国之大者”的高度,观察和思考战略机遇期的演变规律,丰富了战略机遇期的内容要素和逻辑内涵。在我国全面建成小康社会取得决定性胜利、“两个一百年”奋斗目标进入历史交汇点的关键当头,习近平总书记相关重要论述集中反映了我们党对战略机遇和风险挑战互动规律的新思考、新认识。因此,有必要在总结吸取和学习借鉴传统精华和合理成分的基础上,站在兼顾内部、外部发展态势的角度,深刻理解习近平总书记关于战略机遇和风险挑战重要论述的科学内涵、精神实质、实践要求。就具体实践而言,应当在“两个大局”中运筹战略机遇和迎接风险挑战,处理好对内深化改革和对外扩大开放的关系,积极参与全球治理体系改革和建设,继续在国际上为发展中国家的合理诉求发声代言,从而为我国经济社会发展创造良好外部环境和积累更多有利条件。
Since the 18th National Congress of the Communist Party of China(CPC),the Central Committee of CPC with Comrade XI Jinping at its core inherits the scientific analyses and judgments by previous collective leaderships concerning the critical strategic opportunity periods.At the height of domestic and international situations,together with a supreme national priority attitude,General Secretary XI Jinping observes and dwells on the evolution principles of critical strategic opportunity periods,which greatly enriches both the key contents and logic connotations embodied in the critical strategic opportunity periods.We are now positioned at the critical historic time when decisive accomplishments have been made in terms of an overall moderately prosperous society construction and Two Centenary Goals enter into a historic intersection.General Secretary XI Jinping's relevant expositions well manifest the new reflections and perceptions made by the Communist Party of China faced up with strategic opportunities and risk challenges.Thus,we should condense and learn from traditional quintessence and reasonable contents,adopt a historic perspective and take into account of both domestic and international situations and markets.On this basis,we form our deep understanding of the scientific connotations,spiritual essences and practice requirements in General Secretary XI Jinping's expositions concerning the strategic opportunities and risk challenges.Against these new domestic and international situations,we should co-ordinate these strategic opportunities and risk challenges and handle the relationship between domestic reform and international openness.It is also necessary for us to actively participate in the global governance system reform and construction,and to openly voice developing countries'reasonable demands in the international community.This is to externally create more favorable environment and conditions for China's economic and social development.
