摘要
环保财政资金投入的优化策略,对于实现环保目标、改善资源利用效率、推动技术创新、提高政策制定质量以及增强社会参与度等至关重要。针对目前环保财政资金的投入机制、资金流向、支持对象、绩效管理等方面存在的问题,上海应充分借鉴国际先进经验,进行系统性的规划整合,探索多元化环保资金投入,强化财政资金对社会资本的带动效应,优化调整财政支出结构和支持对象,建立健全环保财政资金使用的绩效评估制度,从而助推上海环境治理现代化和绿色可持续发展。
Optimizing the investment strategy of environmental protection financial funds is crucial to achieve environmental protection goals,improve resource utilization efficiency,promote technological innovation,improve the quality of policy formulation and enhance social participation.In view of the existing problems in the input mechanism,fund flow,support targets and performance management of environmental protection financial funds,Shanghai should fully learn from international advanced experience,carry out systematic planning and integration,explore diversified environmental protection fund input,strengthen the driving effect of financial funds on social capital,optimize and adjust the structure of financial expenditures and support targets,and set up and improve the performance evaluation system for the use of environmental protection financial funds,so as to contribute to the modernization of environmental governance and green and sustainable development of Shanghai.This will boost the modernization of Shanghai’s environmental governance and green sustainable development.
