Exploring the Path to Enhancing Performance in Ecological Security Risk Management in China——A Theoretical Inquiry Based on the“Two-Factor Model”

摘要随着现代化进程的演进,我国生态系统的复杂性不断增加,生态安全问题日益突出,对可持续发展提出了新课题和新挑战,加强生态安全风险治理并促进其治理绩效提升势在必行。本文将绩效理论嵌入生态安全风险治理,利用双要素理论去解构生态风险治理过程中个体的生态认知缺失、经济利益至上的理念和行为方式、生态行为的时滞效应等源发性要素,以及相关职能部门监管不力、生态惩戒成本较低、生态民主监督机制尚未形成等促发性要素。以绩效的系统改进为导向,强化生态安全风险教育,注重政府的引导和监管,注重发挥自组织与他组织耦合作用,编织生态治理监管网,构建责任地图等举措,进而实现生态安全风险治理绩效的整体性提升。 With the ongoing process of modernization,China’s ecosystem has become increasingly complex,leading to a growing prominence of ecological security issues that present new challenges and demands for sustainable development.Therefore,it is crucial to enhance the governance of ecological security risks and promote the enhancement of governance performance in this regard.This paper aims to embed performance theory within ecological security risk management by employing the theory of double elements to deconstruct individual ecological loss,ecological cognition,conceptual understanding,and behaviors related to ecological risk management.Additionally,it examines the behavioral impact of ecological factors such as delays,as well as the lack of regulation by relevant government departments,low ecological punishment costs,and the absence of a well-established ecological democratic supervision mechanism.Guided by a systematic approach to performance improvement,several measures can be implemented to strengthen ecological security risk governance.These include enhancing ecological security risk education,emphasizing government guidance and supervision,recognizing the important role of self-organization and other entities,establishing an ecological governance supervision network,and developing a comprehensive responsibility map.By adopting these strategies,the overall enhancement of ecological security risk governance performance can be achieved.
