摘要
新安全格局中的生态安全是支撑和保障其他类型安全的力量源泉与逻辑起点,是塑造中国特色国家安全的环境基础。从生态空间面积减少、生态系统退化、生态环境污染加剧、生态经济体系滞后等方面阐述新安全格局中我国生态安全所面临的挑战。这种挑战的背后既包括个体生态安全风险意识淡薄、个体经济利益至上的理念以及个体生态行为具有时滞效应等直接诱因,也涉及职能部门监管不力、惩戒力度较小以及民主监督机制不完善等间接诱因。基于此,要强化生态安全风险教育、提升个体生态认知能力,注重政府引导和监管并重、强化协同共治,促进自组织与他组织耦合、注重自律与他律并重,建立生态安全治理监管网、完善责任分工体系,从而促进人与自然和谐共生,进一步推进国家安全体系和能力现代化。
Ecological security in the new security pattern serves as the engine and logical beginning to support other types of security,as well as the environmental basis for shaping national security with Chinese characteristics.The challenges faced by China’s ecological security in this new context can be elaborated from several aspects:the reduction in ecological space,the degradation of ecosystems,the exacerbation of environmental pollution,and the lag in the development of an ecological economic system.Behind these challenges lie both direct and indirect causes.Directly,there are factors such as the weak awareness of individual ecological security risks,the predominant focus on individual economic interests,and the time-lag effect of individual ecological behaviors.Indirectly,they involve issues such as inadequate regulatory oversight by authorities,insufficient penalties,and an incomplete system of democratic oversight.Based on this,it is necessary to strengthen ecological security risk education,improve individual ecological cognitive ability,pay attention to government guidance and supervision,strengthen collaborative governance,promote the coupling of self-organization and external organizations,pay attention to self-discipline and external discipline,establish an ecological security governance regulatory network and improve the system of responsibility distribution.With these efforts,harmonious coexistence between man and nature will be promoted,and modernization of national security systems and capabilities will be facilitated.
