摘要
公立医院党员和业务骨干“双培养”机制的核心要义和具体实践尚处于发展探索初期,面对不够完善的管理规章制度以及由于缺乏制度执行操作细节,在具体实施过程中遭遇了诸多壁垒。因此,公立医院要进一步强化党委主体责任和党委书记第一责任人职责,不断更新观念,拔新领异,与时俱进,完善“双培养”机制。在“双培养”背景下,上海市浦东新区人民医院积极探索精准施策培育人才模式,把党员培育成业务骨干,将业务骨干培养成党员,这对于进一步夯实专业人才力量,引领人才梯队建设,有效发挥公立医院党的领导核心作用,推动公立医院高质量发展和中国特色社会主义医疗卫生事业建设意义非凡。
The public hospital party members and business backbone of the practice of“double training”mechanism is still in its infancy,more targeted“double training”supporting system is not perfect that is lack of specific operation rules,which requires public hospitals update their perceptions constantly and try to implement main responsibility of the party and improve the training mechanism.Under the background of“double training”,the Pudong new area people’s hospital explore precise cultivating talent mode,the business backbone into party members,and try to develop the party members into business backbone,which plays a part in the development of public hospitals party.Furthermore,try to expand the talent team,which plays an important role in the development of socialist medical cause.
