摘要
本文以中国式现代化开放为主题,全面回顾中国对外开放格局的发展历程,对未来中国对外开放在全球政治、经济、产业、科技大变局中面临的机遇与挑战进行全局性、前瞻性分析,并提出建设更高水平开放型经济新体制的战略构想和政策建议,包括推动形成全面开放新格局,做深化全球经贸合作的担当者;构建开放型经济新体制,做便利全球贸易投资的促进者;塑造国际竞争新优势,做优化全球资源配置的推动者;倡导共赢主义新道路,做新型经济全球化的建设者;参与全球经济治理,做国际经济规则制定的引领者;加强对发展中国家支持,做全球共同发展的重要贡献者。
With the theme of Chinese-style modernization and opening-up,this paper comprehensively reviews the pattern of China's opening-up and makes an overall and forward-looking analysis of the opportunities and challenges faced by China's opening-up in the global political,economic,industrial,and scientific and technological changes in the future.The paper also puts forward the strategic vision and policy recommendations for establishing a new system for higher-level open economy,including forming a new pattern of all-round opening-up and playing a role in deepening global economic and trade cooperation;building a new system for open economy and promoting global trade and investment;creating new advantages in international competition and being a promoter of optimizing global resource allocation;advocating a new path of win-win and being a builder of a new type of economic globalization;participating in global economic governance and being a leader in the design of international economic rules;strengthening the support for developing countries and making important contributions to global common development.
