摘要
本文基于嵌入性视角,构建“制度嵌入-价值回报-治理融合”的分析框架,以山东省沂源县新康桔梗专业合作社为案例,探究党支部领办合作社的乡村治理逻辑。研究发现:党支部领办合作社能够通过村党支部的制度嵌入,发挥村党组织的政治优势和组织优势,促进合作社经济健康发展;党支部领办合作社通过特定的利益共享机制,为村集体提供治理资源,强化村“两委”的治理能力;在党支部领办合作社的发展带动下,乡村经济发展目标和公共事务治理目标实现双向嵌入,乡村经济资源和治理秩序实现深度融合,新型乡村治理共同体逐渐形成。理论和实践表明,将党支部的制度优势融入农民合作社,重塑乡村多元主体的治理结构,是推进乡村治理体系和治理能力现代化建设的新方向。
This paper based on the perspective of embeddedness,an analytical framework of"institutional embeddedness-value return-governance integration"is constructed.Taking Xinkang Platycodon Grandiflorum Professional Cooperative in Yiyuan County as an example,the village governance logic of the cooperative led by the Party branch is explored.The study found that the cooperative led by the party branch can play the political and organizational advantages of the village party organization through the institutional embedding of the village party branch,and promote the healthy development of the cooperative economy;through the specific benefit sharing mechanism,the cooperative led by the party branch provides governance resources for the village collective and strengthens the village governance ability of the village"two committees".Driven by the development of the cooperative led by the party branch,the goal of rural economic development and the goal of public affairs governance have achieved two-way embedding,the rural economic resources and governance order have achieved deep integration,and the new rural governance community has gradually formed.The theory and practice show that it is a new direction to promote the modernization of rural governance system and governance capacity by integrating the institutional advantages of party branches into farmers′cooperatives and reshaping the governance structure of rural multiple subjects.
