摘要
在全面建设社会主义现代化国家新征程的新发展阶段,全体人民共同富裕成为更加突出的发展主题。共同富裕是社会主义的本质要求,是中国式现代化的重要特征。中国共产党在探索和推进中国式现代化进程中不断深化对促进共同富裕规律的认识,共同富裕思想不断发展,内涵也越来越丰富。共同富裕作为一个总体性范畴,它是全民富裕、全面富裕、共建富裕和渐进富裕的统一。从主体而言,共同富裕是普遍富裕与差别富裕相统一的全民富裕;从目标而言,共同富裕是物质富裕与精神富裕相统一的全面富裕;从要求而言,共同富裕是权利共享和义务共担相统一的共建富裕;从过程而言,共同富裕是动态过程与发展目标相统一的渐进富裕。中国式现代化道路上扎实推进共同富裕,不仅深刻反映了中国共产党人对广大人民群众庄严承诺的初心与使命,还充分体现了习近平新时代中国特色社会主义思想的价值追求。新时代新征程,我国迈向实现第二个百年奋斗目标新的赶考之路,立足新发展阶段,面对新的机遇和挑战,需要把实现人民对美好生活的向往作为现代化建设的出发点和落脚点,将共同富裕目标与中国式现代化进程相融合,统筹整体与部分的关系,聚焦“共同”与“全民”,着力维护社会的公平与正义,紧扣发展主线,在动态发展中循序渐进地推动全体人民共同富裕取得更为明显的实质性进展。
At the new development stage of the new journey of building a socialist modernized country,the common prosperity of all people has become a more prominent theme of development.Common prosperity is the essential requirement of socialism and an important feature of Chinese-style modernization.In the process of exploring and promoting Chinese-style modernization,the CPC has continuously deepened its understanding of the law of promoting common prosperity,and the idea of common prosperity has been constantly developing and becoming increasingly rich in connotation.As an overarching category,common prosperity is the unity of universal prosperity,comprehensive prosperity,co-building prosperity and progressive prosperity.In terms of the subject,common prosperity is the unity of universal prosperity and differential prosperity for the whole nation.In terms of the goal,common prosperity is comprehensive prosperity that unites material prosperity and spiritual prosperity.In terms of the requirements,common prosperity is a joint construction of prosperity that unites the sharing of rights and the sharing of obligations.And in terms of the process,common prosperity is gradual prosperity that unites the dynamic process and the development goal.The solid promotion of common prosperity on the road of Chinese-style modernization not only deeply reflects the original heart and mission of the CPC’s solemn commitment to the general public,but also fully embodies the value pursuit of Xi Jinping’s thought on socialism with Chinese characteristics in the new era.In the new era and new journey,China is heading for a new road to achieve the second centenary goal.Based on the new stage of development,facing new opportunities and challenges,we need to take the realization of the people’s aspirations for a better life as the starting point and ending point of modernization,integrate the goal of common prosperity with the process of Chinese modernization,coordinate the relationship between the whole and the part,and focus on“common”and“universal”values.And we need to strive to maintain social fairness and justice,closely follow the main line of development,and promote the common prosperity of all people to make more obvious and substantial progress in a dynamic and gradual manner.
