摘要
推动高质量发展是做好新时代经济工作的根本要求,要靠创新驱动。本研究围绕高水平自立自强和科技体制改革,构建产业链、创新链以及资金链联动创新的理论模型,并将其纳入开放性创新生态系统研究框架中,从多链联动创新生态系统的内涵出发,分析了多链联动创新生态系统的特征和组织框架,认为其组织架构范式脱胎于“政产学研金”创新联合体,并沿着“补链、强链、延链”方向向多螺旋模式演变。在此基础上,选取江苏省内多家制造业创新中心作为多链联动创新生态系统的组织载体,分别从参与主体、联动机制以及管理模式三个方面,分析了其在实践运营中的案例,以期为中国在积极应对全球产业链重构中坚持创新驱动发展和塑造发展新优势提供理论支撑,为江苏省以及其他省域多链联动创新生态系统打造提供实践经验,并在新一轮科研组织范式变革方面为现有新型研发机构建设与发展提供示范样本。
Promoting high-quality development is the fundamental requirement for economic work in the new era,which must be driven by innovation.Focusing on high-level self-reliance and technological system reform,this study constructs a theoretical model for joint innovation of industrial chain,innovation chain and capital chain,and incorporates it into the research framework of an open innovation ecosystem.Further,starting from the connotation of the multi-chain linkage innovation ecosystem,this paper analyzes the characteristics and organizational framework of the multi-chain linkage innovation ecosystem,and believes that its organizational structure paradigm is derived from the “government-industry-university-research-fund” innovation consortium,and is evolving towards a multi spiral model along the direction of “complementary chain,strong chain,and extended chain”In addition,this paper selects a number of manufacturing innovation centers in Jiangsu Province as the organizational carrier of the multi-chain linkage innovation ecosystem,and analyzes their cases in practice from three aspects:participants,linkage mechanism and management model,in order to provide theoretical support for China to adhere to innovation-driven development and shape new development advantages in actively responding to the restructuring of the global industrial chain,provide practical experience for the creation of multi-chain linkage innovation ecosystems in Jiangsu Province and other provinces.At the same time,it also provides a demonstration sample for the construction and development of existing new RD institutions in the new round of scientific research organization paradigm change.
