摘要
在全球变暖和快速城市化进程的双重背景下,我国中东部与南部地区面临逐年严重的高温热浪侵袭,威胁城市居民健康与社会经济发展,城市应对高温热浪能力急需提高。文章首先总结了高温热浪给城市、居民健康所带来的危害,梳理国内外城市应对高温热浪的研究与实践现状。并借鉴美国热规划框架与应对高温热浪策略,结合我国国土空间规划体系,提出我国应对高温热浪规划体系建构策略,在城市规划领域为城市降温提供支持。
Under the dual background of global warming and rapid urbanization,the central eastern and southern regions of China are facing serious high temperature and heat waves year by year,threatening the health of urban residents,social and economic development,and the ability of cities to cope with high temperature and heat waves urgently needs to be improved.The paper firstly summarizes the harm of high temperature and heat wave to the cities and residents'health,and combs the research and practice status of cities at home and abroad to deal with high temperature and heat wave.Drawing on the U.S.thermal planning framework and strategies for coping with high temperature and heat wave,and combining with China's territory planning,this paper proposes the construction strategy of China's planning system for coping with high temperature and heat waves to provide support for urban cooling in the field of urban planning.
