摘要
全民所有自然资源资产保护和使用规划是打通全民所有自然资源资产所有权委托代理机制全链条工作的关键环节。文章从委托代理机制运行逻辑、代理主体资产配置需求、规划实施技术可操作性角度,提出实施型资产规划应突出实施导向,从行权履职、时空、规划效用3个维度为自然资源综合配置提供参考方案,剖析编制实施型资产规划的必要性、定位与作用、规划编制关键技术内容,阐释实施型规划与既有的自然资源空间规划、发展规划、经营规划之间的相互关系。在此基础上,从统筹贯通全民所有自然资源资产所有权委托代理工作链条角度出发,提出实施型资产规划的关键技术要点:①夯实资产清查统计等基础支撑;②开展自然资源资产时空维度的综合整备;③制定自然资源资产综合配置方案与指引;④做好资产规划与金融政策工具接口。
The protection and use planning for natural resource assets owned by the whole people is a vital part of the work to break through the whole chain of the principle-agent mechanism for natural resource assets owned by the whole people.From the perspective of the operation logic of the principle-agent mechanism,the asset allocation needs of the agent subjects,and the technical operability of planning implementation,the article proposes that implementation-oriented asset planning should focus on the implementation orientation and provides reference scheme for the comprehensive allocation of natural resources from the three dimensions of exercise of power and performance of duties,time and space,and planning utility,it also analyses the necessity,positioning,and function of implementation-oriented asset planning and the main technical aspects of planning,and explains the interrelation between implementation-oriented planning and existing natural resources spatial planning,development planning and management planning.On this basis,the key technical points for implementation-oriented asset planning are put forward from the perspective of integrating the principle-agent chain of natural resource assets owned by the whole people:①consolidate the basic support of asset inventory and statistics;②to carry out the comprehensive preparation of natural resource assets in space-time dimension;③formulate comprehensive allocation plans and guidelines for natural resource assets;④properly interface asset planning with financial policy tools.
