摘要
为解决新能源市场化的规模及路径问题,着眼于省级电网的现状及市场化边界条件,建立了新能源市场化规模测算模型。首先,考虑各省电网的新能源保障性利用小时数、居民农业保障用电、可再生能源消纳权重等因素,提出了5种新能源市场化边界的测算方法,以确定省级电网的新能源入市边界。在此基础上,建立了新能源最佳入市路径测算模型,以社会总收益最大化为目标,综合考虑新能源市场化所带来的各项收益及成本,在市场化边界内寻求省级电网的新能源市场化最佳规模。从而在电力体制改革的新形势下,保障新能源项目收益,满足市场化边界,有力推动新能源逐步参与电力市场。
In order to solve the problem of the scale and path of new energy marketization,focusing on the current situation and market-oriented boundary conditions of provincial power grids,a new energy marketization scale measurement model is established.Firstly,considering the factors such as the hours of guaranteed utilization of new energy,the guaranteed electricity consumption of residents,and the weight of renewable energy consumption in each provincial power grid,five measurement methods of new energy market-oriented boundaries are proposed to determine the new energy entry boundary of provincial power grids.On this basis,the optimal market entry path of new energy is established,aiming at maximizing the total social income,comprehensively considering the benefits and costs brought by the marketization of new energy,and seeking the optimal scale of new energy marketization of provincial power grids within the boundary of new energy marketization.While ensuring the benefits of new energy projects and meeting market-oriented boundaries,it can better adapt to the situation of power system reform and promote the gradual participation of new energy in the electricity market.
