摘要
依法推进组织振兴是法治乡村建设的题中之义,包含着以乡村基层组织法治化的再造路径,因应调适“法治乡村”和“乡村法治”的双重建构目标。当代乡村在因社会转型压力面临基层“去组织化”倾向的现实阻碍状况下,应遵循制度化、法治化的路径,推进治理方式变革,构建治理体系闭环,充分发挥国法党规有机协调的“双轨法治”实践功能,并通过人才选拔培养、权力运行监督、法治保障供给、绩效考核评估、公众有效参与等层面的一系列实践创新策略,进一步依法继承并弘扬“党管农村工作”的优良传统,确保党群关系转型和重塑。
Promoting organizational revitalization in accordance with the law is the meaning of the construction of rural areas under the rule of law,which includes the reengineering path of the rule of law of rural grassroots organizations,and adapts to the dual reconstruction goals of"rule of law in village"and"rural rule of law".Under the practical obstruction of the grassroots"de-organization"tendency due to the pressure of social transformation,contemporary villages should follow the path of institutionalization and rule of law,promote the reform of governance methods,build a closed loop of governance system,give full play to the practical function of"dual-track rule of law"that organically coordinates national law and Party regulations,and further inherit and carry forward the fine tradition of"Party management of rural work"in accordance with the law through a series of practical innovative strategies at the levels of talent selection and training,power operation supervision,guarantee and supply of rule of law,performance appraisal and evaluation,and effective public participation,so as to ensure the transformation and reshaping of the relationship between the Party and the masses.
