摘要农村基层党组织始终是中国共产党扎根农村、治理农村和建设农村的组织基础。基层组织越牢固,党的执政地位就越牢固,党的路线方针政策也就越能得到充分贯彻和落实。进入新时代,国家经济社会结构经历了深刻变革与发展,农民需求随之变得多样化和复杂化,这对农村基层党组织进行乡村治理提出了新挑战和新要求。为此,农村基层党组织有必要提升治理能力,以此巩固党在农村的执政基础,有效推动乡村治理现代化,推动乡村振兴战略实施。农村基层党组织治理能力提升主要受四个因素限制,基于此,研究提出优化农村基层党组织建设,强化农村基层党组织政治领导力,完善社会组织参与社会治理机制,提高农村基层党组织社会治理创新能力等对策建议。 Rural grassroots party organizations have always been the organizational foundation for the Communist Party of China to strike root in rural areas,govern rural areas,and build up rural areas.The stronger the rural grassroots organizations are,the stronger the ruling position of the party will be,and the more fully the party’s lines,principles and policies will be implemented.In the New Era,economic and social structure of China has undergone profound development,and the demand of farmers are more and more diversified.All of these pose new challenges and requirements for rural grassroots party organizations to conduct rural governance.Therefore,it is necessary for rural grassroots party organizations to improve their governance capabilities,consolidate the party’s ruling foundation in rural areas,effectively promote the modernization of rural governance,and promote the implementation of the rural revitalization strategy.The improvement of governance capacity of rural grassroots party organizations is mainly limited by four factors.Based on this,the paper put foward the following countermeasures and suggestions to improve the governance capacity of rural grassroots party organizations:optimize the construction of rural grassroots party organizations,strengthen political governance capability of rural grassroots party organizations,improve the mechanism of social organizations to participate in social governance,and improve the social governance and innovation capacity of rural grassroots party organizations.
