常态化扫黑除恶背景下涉黑恶犯罪情报研判

摘要涉黑恶犯罪情报研判是扫黑除恶工作的重要组成部分。鉴于涉黑恶犯罪情报研判与其他犯罪情报研判在保密程度、研判难点和研判内容方面皆存在显著差异,受情报与犯罪情势的主客观反映关系和刑事政策变化之影响,涉黑恶犯罪情报研判在常态化扫黑除恶背景下的研究具有重要意义。通过剖析,涉黑恶犯罪情报工作实践中存在研判数据供给冗杂、研判分析方法固化、研判流转运行不畅等问题。为长远计,在涉黑恶犯罪情报研判过程中有必要通过开源、拒止、证伪、预防和协作监督等措施优化研判进路,以期完善涉黑恶犯罪情报体系,为推动扫黑除恶的常治长效奠定基础。 The research and judgment of criminal intelligence related to organized crime and local criminal gangs is an important part of the work of combating organized crime and rooting out local criminal gangs.In view of the significant differences of confidentiality,difficulty and standards between the research and judgment of criminal intelligence related to organized crime and local criminal gangs and other criminal intelligence research and judgment,and as the information is affected by the subjective and objective reflection relationship between intelligence and criminal situation and the changes of national criminal policy,the research on the research and judgment of criminal intelligence related to organized crime and local criminal gangs is of great significance in the context of normalized campaign to combat organized crime and root out local criminal gangs.Through analysis,there are some typical problems in the practice of relevant criminal intelligence work,such as the miscellaneous supply of data,the solidification of research and judgment analysis methods,and the poor circulation of research and judgment.In the long run,it is necessary to optimize the research and judgment approach through measures such as open source,refusal,falsification,prevention and collaborative supervision in the research and judgment of criminal intelligence,in order to improve the relevant criminal intelligence system,and lay the foundation for promoting the long-term treatment of combating organized crime and rooting out local criminal gangs.
