摘要
为了提高水利工程建设监管执法的有效性,提出一种结合BPNN与模糊理论的监理单位管理评价模型。该模型利用模糊理论综合主观评价与客观评价,利用GA算法对BPNN模型进行连接权重值和阈值优化,并采用实例评价和预测的方式进行效果分析。结果显示,设计模型可以有效输出综合性评价并进行预测,模型预测误差在0.000957左右,在误差标准内,验证了该模型能够有效提升水利工程监理单位管理水平评价和预测的准确性和有效性。
In order to improve the effectiveness of supervision and law enforcement of water conservancy project construction,a management evaluation model of supervision unit based on BPNN and fuzzy theory is proposed.The model uses fuzzy theory to synthesize subjective evaluation and objective evaluation,and uses GA algorithm to optimize the connection weight value and threshold value of BPNN model.Finally,the effect is analyzed by case evaluation and prediction.The research results show that the model can effectively output comprehensive evaluation and forecast,and the model prediction error is about 0.000957,within the error standard,it is verified that the model can effectively improve the accuracy and effectiveness of management level evaluation and forecast of water conservancy project supervision units.
