城市吸引高校应届毕业生的政策组合及效果——基于模糊集定性比较分析 被引量:1

Policy Configurations and Their Effect of Introducing College Graduates:Based on the Fuzzy Set Qualitative Comparative Analysis

摘要 随着经济社会的发展,人才对区域社会经济发展的重要性日益凸显,高校应届毕业生是青年人才的重要组成部分。全国各大城市近来也纷纷出台种类繁多的人才引进政策吸引各类青年人才,不同类型政策的引才效果需要进一步评估。文章利用模糊集定性比较分析(fsQCA)方法,以我国拥有“985工程”高校的19个城市为样本,考察城市人才引进政策的不同组合对高校应届毕业生留在学校所在城市就业比例的影响。研究发现,对于平均收入较低的城市,宽松的落户政策与较高的生活补助组合能够有效吸引高校应届毕业生,而仅提供落户但缺乏补助的政策组合,尤其是缺乏生活补助的,则会指向较低的青年人才留存率;对于平均收入较高的城市,人才引进政策对提高应届毕业生留存率的作用降低,凸显了人才引进政策对平均收入较低城市的重要意义。此外,针对新一线城市的分析与全案例分析的结果存在异质性。对新一线城市而言,需要同时具有相对高的收入水平和一定扶持力度的人才引进政策,才会指向较高的青年人才留存率。 The importance of talents to regional economic and society has become increasingly prominent.Many cities have talent introduction policies to attract various talents,including college graduates,in order to promote urban development.Based on the fuzzy set Qualitative Comparative Analysis(fsQCA),19 cities with Project 985 universities are taken as samples to investigate the influence of different configurations of talent introduction policies on the retention rate of college graduates.This paper argues that different configurations have significant differences in the efficiency of attracting college graduates which has inter-city heterogeneity.For cities with low average income,the configurations which have household registration qualification and high living allowances can effectively attract more college graduates,while the configurations which only have household registration qualification but lack of subsidy policies,especially living allowances,will lead to a low retention rate.For cities with high average incomes,the effect of talent introduction policies on improving the retention rate of new graduates is reduced,which highlights the importance of talent introduction policies for cities with low average incomes.In addition,there is the heterogeneity between the analysis of new first-tier cities and the full-case analysis.
