摘要
"抢人大战"是中国人才市场的新现象,众多城市将人才列入影响地区经济社会发展的战略性议题,纷纷制定并出台人才政策。通过政策文本计量分析,发现当前各城市主要针对高层次人才、高校应届毕业生、创新创业人才和专业技术人才,运用资金补助类、生活配套类和发展保障类政策工具,分类评价、分级引用,旨在实现引人、留人、用人的政策目标。基于此,构建三维政策效力模型进行测度,发现当前城市人才政策效力具有空间层面差异性和行政层级相似性,并进一步指出在政策注意力配置、政策持续性和人才评价等方面存在的问题及优化策略,试图呈现城市"抢人大战"中的人才政策全景,为地方政府人才政策制定提供参考。
The "Talent Competition" is a new phenomenon in Chinese talent market. Many cities have included talents as strategic issues affecting regional economic and social development, and have formulated and promulgated a "new deal for talents". Through the quantitative analysis of policy texts, it is found that the current cities are mainly targeted at high-level talents, fresh graduates, innovative entrepreneurs and professional and technical talents, and use financial subsidies, living support and development security policy tools, classified evaluations, and graded references.
