城市“抢人大战”的政策特征、效力测度及优化建议 被引量:71

摘要 "抢人大战"是中国人才市场的新现象,众多城市将人才列入影响地区经济社会发展的战略性议题,纷纷制定并出台人才政策。通过政策文本计量分析,发现当前各城市主要针对高层次人才、高校应届毕业生、创新创业人才和专业技术人才,运用资金补助类、生活配套类和发展保障类政策工具,分类评价、分级引用,旨在实现引人、留人、用人的政策目标。基于此,构建三维政策效力模型进行测度,发现当前城市人才政策效力具有空间层面差异性和行政层级相似性,并进一步指出在政策注意力配置、政策持续性和人才评价等方面存在的问题及优化策略,试图呈现城市"抢人大战"中的人才政策全景,为地方政府人才政策制定提供参考。 The "Talent Competition" is a new phenomenon in Chinese talent market. Many cities have included talents as strategic issues affecting regional economic and social development, and have formulated and promulgated a "new deal for talents". Through the quantitative analysis of policy texts, it is found that the current cities are mainly targeted at high-level talents, fresh graduates, innovative entrepreneurs and professional and technical talents, and use financial subsidies, living support and development security policy tools, classified evaluations, and graded references. To achieve the goal of attracting, retaining and employing people. Based on this, a three-dimensional policy effectiveness model was constructed to measure, and it was found that the current "new deal for talents" in cities has spatial-level differences and administrative-level similarities, and further pointed out problems and issues in policy attention allocation, policy continuity, and talent evaluation Optimize the strategy, try to present the policy panorama of the "new deal for talents" in the "Talent Competition", and provide a reference for local government talent policy formulation.
