摘要
党的二十大报告指出,“完善残疾人社会保障制度和关爱服务体系,促进残疾人事业全面发展”。残疾人职业教育是我国教育事业的重要组成部分,亦是“加快建设高质量教育体系”的重要内容,是促进残疾人就业的重要路径。文章借助NVivo11Pro软件对28份各省特教“行动计划”的职业教育相关政策进行分析,发现各省“行动计划”高度重视残疾人职业教育发展,呈现服务对象逐渐多样化、目标要求凸显育人本质、推进路径强调多元化、支持保障逐步一体化的特点。建设高质量残疾人职业教育,各省在未来工作中仍需注重协调发展、发挥资源中心的辐射作用,并重视校企合作的中心地位,助力残疾人职业教育高质量发展。
The report of the 20th Party Congress states,"Improve the social security system and care service system for persons with disabilities,and promote the comprehensive development of the cause of persons with disabilities".Vocational education for persons with disabilities is an important part of China's education,also an important part of"accelerating the construction of a high-quality education system",and an important way to promote the employment of persons with disabilities.The article analyzes the vocational education policies of 28 provincial action plans with the help of NVivoliPro software,and finds that these plans attach great importance to the development of vocational education for persons with disabilities,showing the characteristics of gradually diversifying the service targets,highlighting the nature of education,emphasizing diversified promotion paths and gradually integrating support and guarantee.To build high-quality vocational education for persons with disabilities,provinces stil need to focus on coordinated development,play the radiating role of resource centers,and pay attention to the main position of enterprises to help the high-quality development of vocational education for persons with disabilities.
