摘要
我国残疾人职业教育政策历经70多年的发展与演变,现已基本形成较为完整的政策体系。为探明我国残疾人职业教育政策的历史脉络、演进逻辑、存在的问题和改进路径,本文采用文本分析法对新中国成立以来我国残疾人职业教育政策进行系统的分析。我国残疾人职业教育政策发展历史大致经历了萌芽、起步、发展与完善四个阶段,残疾人职业教育主要遵循着政策导向由权利向能力、结构由零散化向系统化、内容由孤立向融合和覆盖对象由少数群体向全体的演进逻辑。现阶段还存在着政策创新不力、系统衔接不顺、融合交流不足、地区关注不均等改进问题。基于此,本文提出未来的政策改进方向:加强问题诊断,鼓励制度创新;注重“两个衔接”,完善政策体系;强化交流合作,建立融合机制;关注落后地区,促进地域公平。
After more than 70 years of development and evolution,China’s vocational education policy for the disabled has basically formed a relatively complete policy system.In order to explore the historical context,evolution logic,existing problems and improvement path of China’s vocational education policy for the disabled,this paper uses the text analysis method to systematically analyze China’s vocational education policy for the disabled since the founding of the People’s Republic of China.The research finds that:(1) The development history of China’s vocational education policy for the disabled has roughly experienced four stages:germination,start,development and improvement;(2) It mainly follows the evolution logic of policy orientation from rights to ability,structure from fragmentation to systematization,content from isolation to integration and object from minority to all coverage;(3) At this stage,there are still problems such as weak policy innovation,poor system connection,insufficient internal and external exchanges and unequal regional attention.Based on this,this paper puts forward the direction of policy improvement in the future:Strengthening problem diagnosis and encouraging institutional innovation;Pay attention to "two connections" and improve the policy system;Strengthen exchanges and cooperation and establish integration mechanism;Pay attention to backward areas and promote regional equity.
