摘要
随着乡村振兴战略的深入推进,新时代乡村建设已经全面铺开,并成为城乡一体化进程中一个重大的领域。当前乡村的人居系统出现向城乡互动结构为主的转换趋势,村庄规划和农村社区建设塑造着乡村建设的新格局。乡村建设中,要把城乡社区放在同等的地位上,切实加强城乡之间公共资源调配力度、丰富调配手段,大力提高乡村地区的公共服务现代化水平。同时,乡村建设要适合乡村特点,满足乡村居民的实际需要。乡村建设对于乡村治理体系的基础结构也具有重要影响。在乡村治理过程中,应该更多地发挥广大乡村居民的主体性。在党建引领下,可望在基层形成乡镇行政、社区服务和村庄自治的三位一体、相互补充配合的新的乡村基层治理体系。
The current rural living system is shifting towards a predominantly urban-rural interactive structure,and village planning and rural community construction are shaping a new pattern of rural construction.In rural construction,it is necessary to place urban and rural communities on an equal footing,effectively strengthen the allocation of public resources between urban and rural areas,enrich allocation methods,and vigorously improve the modernization level of public services in rural areas.At the same time,rural construction should be suitable for rural characteristics and meet the actual needs of rural residents.Rural construction also has a significant impact on the basic structure of the rural governance system.
