乡村振兴视野下和美乡村建设评价模型研究被引量：59

Research on the Evaluation Model of Harmonious and Beautiful Rural Construction under the Perspective of Rural Revitalization

摘要和美乡村建设是新时代乡村振兴视野下建设农业强国的应有之义。从美丽乡村到和美乡村,既是新时代党对乡村建设内涵的进一步拓展,更体现了党对乡村振兴目标的进一步优化。通过梳理和美乡村的内涵与外延,借鉴美丽乡村建设的得失经验,尝试建构和美乡村建设评价模型。具体而言,运用层次分析法(AHP)、依据乡村振兴的总体要求并借鉴《美丽乡村建设指南》(GB/T 32000-2015)《美丽乡村建设评价》(GB/T 37072-2018)设计出产业兴旺、生态宜居、乡风文明、治理有效、生活富裕等5方面的23项重点指标。运用该指标体系对全国美丽乡村建设的5个典型代表:黄固寺村、曼远村、梁家河村、查干湖渔乐新村、官路社区进行实证分析。据此经验材料评析,初步设计和美乡村建设评价模型,以期对新时代和美乡村建设起到一定推进作用。 Harmonious and beautiful rural construction is the proper course of building a leading agricultural country under the vision of rural revitalization in the new era.From beautiful countryside to harmonious and beautiful countryside,it is not only the deepened expansion of the connotation of rural construction in the new era,but also reflects the further optimization of the Party’s rural revitalization goal.Through reviewing the connotation and extension of harmonious and beautiful countryside,learning lessons from the experience of gain and loss of beautiful countryside construction,we try to construct the evaluation model for harmonious and beautiful rural construction.To be more specific,we adopt Analytic Hierarchy Process(AHP),referring to the overall requirements of rural revitalization and the Beautiful Rural Construction Guide(GB/T 32000-2015),and the Evaluation of Beautiful Rural Construction(GB/T 37072-2018),thus design 23 key indicators in five aspects such as industrial prosperity,ecological livability,rural civilization,effective governance and rich life.We make empirical analysis on the five typical representative villages of the national beautiful rural construction through this index system:Huanggusi Village,Manyuan Village,Liangjiahe Village,Chagan Lake Yule New Village and Guanlu Community.According to the empirical materials,preliminary design and evaluation model of rural construction,we expect to promote the new era and the rural construction to a certain extent.
