摘要
城乡要素交换是一个复杂与动态的过程,以新质生产力赋能城乡要素平等交换,对构建新型城乡关系有重要意义。文章基于效率提升的视角探索城乡要素交换的逻辑成因,并通过因素分解和多重均衡关系预测要素的未来走向,构建基于外生拉力和内驱动力的城乡要素平等交换机制。研究发现:城乡要素交换的逻辑成因是劳动生产率的差异,城乡之间的要素配置格局影响着城乡结构差异程度以及转化进程;新质生产力能够为生产要素在城乡之间的优化配置提供外生拉力,在不同的城乡差距情形下,应施以不同的新质生产力;要素的平等交换为新质生产力的发展提供内驱动力,构建新的比较优势,在提高要素边际报酬水平的同时,整合科技创新资源,推动产业转型升级。研究结果表明,新质生产力赋能城乡要素平等交换的路径包含从政策起点、内驱动力、外生拉力再到目标反馈的完整链条,通过新型城镇化和乡村全面振兴的战略指引,促进市场供求均衡,深化体制机制改革,形成城乡融合发展新格局,为城乡经济发展注入新的活力。
The exchange of urban-rural factors is a complex and dynamic process,and the equal exchange of urban-rural factors empowered with new quality productive forces is of great significance for building a new type of urban-rural relationship.This paper explores the logical cause of the exchange of urban-rural factors from the perspective of efficiency improvement,predicts the future direction of factors through factor decomposition and multiple equilibrium relationships,and constructs an equal exchange mechanism for urban-rural factors based on exogenous pulling force and endogenous driving force.Research has found that the logical cause of factor exchange between urban and rural areas is the difference in labor productivity,and the pattern of factor allocation between urban and rural areas affects the degree of structural differences and transformation process between urban and rural areas.New quality productive forces can provide exogenous pulling force for the optimal allocation of production factors between urban and rural areas.Different new quality productive forces should be applied in response to different urban-rural disparities.The equal exchange of factors provides endogenous driving force for the development of new quality productive forces,constructs new comparative advantages,and can improve the marginal return level of factors while integrating technological innovation resources and promoting industrial transformation and upgrading.The research results indicate that the path of empowering the equal exchange of urban-rural factors through new quality productive forces includes a complete chain of policy foundations,endogenous driving force,exogenous pulling force,and target feedback.Through the strategic guidance of new urbanization and all-around rural revitalization,the balance between supply and demand in the market is promoted,the institutional mechanism reform is further deepened,and a new pattern of integrated urban-rural development can be formed,injecting new vitality into the development of urban and rural economy.
