摘要
中国特色新型档案智库建设是国家档案事业“十四五”时期规划的重要建设任务之一。国家各级综合档案馆作为社会重要的信息汇聚机构,承担智库工作并开展相关服务是我国档案事业内涵式发展的重要体现。文章从分析国家综合档案馆智库的理念提出与现实进展入手,对综合档案馆智库建设所依托的知识管理、知识共享、协同治理、国家制度供给四个理论基础进行了阐释,提出国家综合档案馆要基于档案知识发现、组织与共享,借助社会多元治理的协同,完成为国家各级政府机构和各行业辅助决策与制度设计的工作。同时,文章还提出智库建设是国家各行业着手开展的新型社会服务工作,综合档案馆智库建设不仅符合国家各项法律、法规及政策的要求,还是综合档案馆社会服务转型与升级的重要方式,而公共图书馆智库服务相关经验也给综合档案馆提供必要借鉴。
The construction of new archives think tanks with Chinese characteristics is one of the important construction tasks of the national archives undertaking during the“14th Five-Year Plan”period.As an important information gathering institution in society,the national comprehensive archives at all levels undertake the construction of think tanks and carry out relevant services,which is an important embodiment of the connotative development of Chinese archives industry.Starting from the analysis of the concept proposal and practical progress of the national comprehensive archives think tanks,the article explains the four theoretical bases of knowledge management theory,knowledge sharing theory,collaborative governance theory and national institution supply theory which the construction of the national comprehensive archives think tanks relies,and proposes that the national comprehensive archives should to complete the work of assisting decision-making and system design for government agencies at all levels and industries based on the discovery,organization and sharing of archival knowledge and the help of the coordination of social multi-governance.At the same time,the article puts forward that the construction of think tanks is a new type of social service work carried out by various industries in the country.The article also points out that the construction of the comprehensive archives think tanks that meets the requirements of national laws,regulations and policies is an important way for the transformation and upgrading of social services in the comprehensive archives.The relevant experience of think tank services in public libraries provides necessary reference for the comprehensive archives.
