摘要
2020年暴发的新型冠状病毒疫情是典型的突发公共卫生事件,也是城市轨道交通领域的危机事件。城市轨道交通在常态大客流的影响下,在疫情时期易引发疫情传播、交叉感染疫情等问题。各地城轨机关针对自身情况制定了防控措施,促使城市轨道交通的风险防控机制整体转型升级,有效遏制了疫情的传播与蔓延。进入后疫情时期,有专家指出"疫情或长期存在"。长期处于威胁情境下会造成大众长期或者永久性的情绪、生理及模式的损伤,因此需要公安机关与运营部门协作,在权衡公共安全与运营效率的基础上,对部分非常时期措施进行"脱敏"处理,使其成为后疫情时期的常态化措施,在保证公共安全的基础上,能够将大众的心理压力维持在可控状态。
The outbreak of corona-virus pandemic in 2020 is a typical public health emergency as well as a crisis for urban rail transit system.For the large passenger flow in the urban rail transit system,it is vulnerable to cause the epidemic transmission and cross infection.The local transport operators have taken respective control measures in view of different situations to upgrade the overall risk management mechanism of urban rail transit system and successfully curbed the spread of the disease.Taking advantage of green commuting and convenience,the urban rail has been the priority of the public.It is also the main positions in the public transport sector against the epidemics.In the post-pandemic period,experts warn that covid-19 disease will stay with human beings for a long time.For a prolonged threat may cause a long-term or permanent trauma to people’s mental and physical health,the police and transport operators should coordinately take"desensitized"and regular prevention measures to balance the public safety and operation efficiency and to control people’s psychological pressure in a reasonable level under the premise of public safety.
